When you want to upload you can choose to upload or embed. When chosen an image the next step is to save the image. This is the step where you can give an description or Tags. The curser will automatically jump to the "Description" field. Next to this field right below is the Tagging field. It's illustrated clearly how to give tags i think... Simply put an , at the end of an tag....
Or you can also give tags and description after saving, but it's more complicated in my opinion, so right below the image on the right side is an "label icon" it looks like an price tag...
